If you have set the AF to user selectable AF points, then the arrow-button is used for changing AF points when you exit the menu. For metering mode, image quality and flash exposure compensation (and other menu settings) - the arrow button selects between the choices in the menu as long as the menu is on. You can only change metering mode, image quality and flash exposure compensation in the menu, it has to be on. When menu is off, you can't change those settings. So, when you exit the menu the arrow-button goes back to AF point selection.
