raw is the data straight out of the ccd or cmos or whatever the chip's called.
It's not a picture yet...

A Tiff is a 8 or 16bit RGB picture (depending on color space e.g. sRGB) using no compression, but the data has already "committed" to one of many possible inturpetations of the raw data.

Hmm, a bit vague perhaps but almost only true=)
