"Falcon" already left the Philippines the previous night but heavy southwest monsoon rains continue. Maintenance personnel working for my elder brother load plastic containers onto a tractor trailer to buy diesel needed to run our family compound's emergency generator as a result of flood-induced power interruption. In some places outside the compound, water is neck-deep.
