At ISO 400 all three cameras are having to use fairly heavy noise reduction and as a result they don't look too pretty viewed this close. The Sony and Panasonic do a little better than the SX1 IS; of the two the FZ28 has marginally better fine detail but the HX1 is cleaner overall. Whether higher noise levels with more detail is better then lower noise with fewer fine details is a oft-debated point, but the SX1 IS has the distinct advantage that it features RAW file (over the SX10 IS and HX1 but not the FZ28) mode so you can made the decision during post processing.
