ISO1250 was used (it's in the data at the top) so he probably was using noise reduction as you surmised in one image but not the other.

I don't think this is a bug. In the sharper image, you have applied custom settings (see the orange indicator at the top), and in the softer image you have the original photo as taken...

I don't see a way to do precisely what you want, but I use P mode and auto ISO to do something similar. P mode seems to try to keep shutter speed in a normal range, and moves into hand-shake...
