Thanks :DI used a Selective Color adjustment layer and targeted Whites from the drop down list.  Adjusted the Cyan and Yellow sliders to add the blue.  I then needed to paint with black on the mask...

I adjusted Levels and warmed up the scene.  Add some blue to the sky.  Please view at Original Size for best quality.

I tried replicating what you're seeing and was able to do so by holding down Ctrl+Alt and clicking on the new layer mask icon.  It added a gray Vector Mask.  It may be possible that your keyboard...
