Of course it is. The cost, weight, design and quality of IS differ from lens to another, just consider how complex IS will be designed on a supertelephoto compared to a kit lens.

There are lots of primes from Canon which have IS I don;t know a technical reason why "some and some not" have/don't have IS but this may be because longer lenses benefit more from stabilization...
