There is a photo management program called Daminion (I work at).
http://daminion.net

When exporting RAW images Daminion uses built-in JPEG previews, so you don't need to worry about switching from shooting in RAW to RAW+JPEG.

Just released a new Daminion version with support for Custom tags and more than 30 improvements. And the program is still free...
