Try Open As in PS rather than just open and set the file type to Jpeg. You have saved it in a manner that does not conform to Jpeg. Its likely that you have used incorrect naming or that it may be...

Don't dismiss Elements and wait a few weeks for Elements 11 which may have some 16 bit support. I do think that you will probably eventually want the full Photoshop.
