HDR and RAW are two different things.
Best is to create 3 RAW (e.g. -2 EV, 0 EV, +2 EV) then create an HDR photos using an image editing software.
I am living in Australia but I am still concerned about this topic.
I think it's better to avoid taking a pictures. You can ask the parents and wait for the next "good" shot if they agreed.
