If you want to use it - you pay - monthly. Its that simple. Regarding updates, you can probably avoid updates. Its probably a setting. But - it wont affect your payments.

@anthony. Last I looked Elements did not have history. Editing gets so much easier with history.

As far as I understand, you don't need to up or down load any images at all.
