Gimp Linux 2.9 (you have to compile it yourself) is 16 bit.
Wait for Gimp 2.10 stable to get it for Windows.

If I understand HowAboutRAW correctly:
The point here is that one can even ditch the RAW and keep a TIFF instead plus have a JPG when needed
Why not have everything as TIFF only?

How about...

version 2.9 for Linux (when you compile it yourself - how typical Linux) is available as 16 bit/channel AND the 2.10 is the next stable release. As a mainly Windows user I have to hold my breath...
