After proper NR, the D7100 is clearly better. If you disable any PP, or apply same NR procedures, the D7000 does look a little better but only grain wise, not color or clean blacks.

@BlueBomberTurbo good point. I noticed that too when comparing to my D5100. Due to the higher resolution, lack of AA a better color retention the D7100 is significantly better.
