Several people, presumably other entrants, gave this obviously excellent pic a score of only .5. And I have no doubt the reason they did this was to bring down this pic's overall score, thereby increasing their (or their cronies') chances of winning.
Obvious sandbagging. And it's rife in these challenges.
In my opinion, anyone who enters a challenge should be barred from voting in that challenge. Not sure it would stop all the sandbagging, but I'm sure it would help.

Actually, that's not Glacier Bay. That's the Mendenhall Glacier near Juneau.

Thanks. SE Alaska is full of fjords, with lots of islands and straits. So land is all around. This particular shot was taken in Freshwater Bay.
