Why? In what way is it better than Lr's way of doing things, for example? That is, reinstall software, put in key, job done.
No deactivation/reactivation needed.

It's true in the sense that all DxO can do, DNG wise, is export them; it can't import and convertĀ Adobe DNGs.
It can however, pop out your NEFs as jpegs, tiffs, etc. - no issues with output formats.
