Since there is a reasonable margin of error, I will not disqualify the photo but I respectfully ask the photographer who submitted the photo to remove it if the blur was added in post processing or if more than one image was combined.

On photo Oldie but goodie in the Panning motion challenge (1 comment in total)

After taking a second look I removed the disqualification. Sorry for any confusion. 1/400 of a second can be used to pan as long as the subject is moving at a very good clip.

Agalliac: Capture a subject in motion by panning the camera. Panning is a technique whereby you use a "slow shutter speed" and move the camera as the subject moves. Nice bouquet but no blurred background

I am not sure what you are trying to communicate, can you rephrase your thoughts so I might understand your intent.

Interesting and funny juxtaposition of the two women. I think some cropping (especially of the left side of photo) would improve the photo and draw the viewers attention to the people.

I think this is a great photo with the curved line of the stairs and texture of debris on steps as well as interesting shadows. I would have liked to see a bit more detail in the shadow areas.
