99.99% sure it is dust on the sensor.  As everyone is suggesting, use a rocket blower.

The NEX 5N with 16 mm solution works for me as well.  I always keep it in my car as a backup camera.  Quality control on the 16mm is a known problem.  I lucked out and got a good one.
