Having owned both I can tell you that the 7D is for sure better. Downsize a 7D file to 40D resolution and compare it with 40D shots : less noise, more detail in the 7D shots.

I'd be surprised if Sony's 18-135 is much better than the 18-135 STM. That would make it the first decent performing basis Sony lens.Do not expect any lens in this class to be perfect wide open....
