Deleted pending purge: People who perpetrate such things are useless on Earth and do not deserve one more minute of life. Any legislative system which mantains any other opinion should be globally banned NOW, and it won't be one second too soon.
This Planet is overripe for a set of GLOBAL LAWS, and any country which doesn't accept them is to be ostracized from the rest of the nations. That would include maiming such as this one (and many other forms widely practised), drug dealing and trafficking, slavery, paedophilia, "sporting" and "culinary" torture of animals and a bewilderingly wide range of other perversities - and there should only be one retaliatory measure.
The very fact that such laws aren't yet in existence shows something about the willingness of governments to "do good"... :-p

Horrific act... ! I hope this picture brings awareness to the world..
