But if it is not in focus to start with, it really won't matter what the shutter speed is, correct? The blur will only be enhanced with a slower shutter speed.

I think you are correct. I should be able to find some that I haven't edited. I understand the thoughts relative to telephoto shots and many were taken at telephoto ranges.
