I don't understand. Look at the head lights of those cars.
Was it using Flash with front curtain sync?

The exposure looks like it was started while the cars were standing at the light for a while before starting off and making those headlight trails...They were probably just drifting forward as they waited for the light. Given how they're blurred smoothly, and the distance involved, definitely not flash!
