Metadata doesn't lie. Original image opened in Adobe Bridge. It is indeed shot at ISO 6400, f/4 @1/100. My question would be, why not choose a slower shutter speed (ie: 1/30th) which would allow for using a lower ISO....and an even better image!
This would be a fantastic picture if it were truly ISO 6400. Unfortunately, I read that by order of the Japan camera association, ISO can be "whatever the manufacturer says it is" on their cameras, using The Recommended Exposure Index (REI) technique. So for all we know, this could actually be ISO 3200, ISO 1600 or even ISO 800, on any other camera or with film.
