Hey Guys Ive seen a lot of this photos with this effect. Is it an action in photoshop that will create this type of effect?

What effect in particular are you looking to emulate?

I see a low contrast, low saturation image with a bit of lens flare. With a shifted WB setting perhaps as well.

or VSCO film for Aperture/Lightroom, or perhaps a filter set from Nix

The new Picasa version has "filters" for this crap... I used to bitch at photo finishers for doing this to my film... now it's hip! Go figure...

If you want to, you can make your own "ACTION" on PS and once it is saved, you can replicate it on any image with just a mouse click or two.

I agree that I can create an action on PS but the question is how do you take an ordinary photo and turn it into this> ?

dub a layer
add a lens flare
switch to lab mode

do a curves adjustmnet layer. go to A channel. move bottom left up one line move top right down one line. move center dot to the ledt 1/2 to 1 line
do the same for b channel
go to hue and sat lower sat and increase lightness to get the effect you want
You can then use the filters to add a more yellow tone.

Now you have a worn out crappy picture just like the ones people bring me to restore and pay a $100 or more for my work. Go figure
