(for crop body), is it sigma 20mm 1.8? or there is widest with that f?

Disregarding lens performance otherwise, yes that's the shortest focal length lens for APS-C (and full-frame) with f/1.8 maximum aperture .

Shorter than that and you'll have to settle for f/2.8 or f/3.5.

but there is also a 24mm 1.4 so you could go little longer but brighter.

can we use 20mm 1.8 as 36mm 1.8 low light BW lens with hi ISO (800-3200)?

vignetting, noise or softness does not really matter to me, since it could gave artistic mood ...

i mean, AF performance etc ... 24mm L is too pricey for me at the moment ...

I don't own this lens, so I cant post any photos, but here is a decent review. You'll want to skip down to the chart comparing the lenses at different apertures (half way down the page).

Man I really wish Canon or Sigma would come out with a 35mm equivalent f2 or faster crop lens. The 24L is super nice, but also one of the most expensive lenses. The Sigma 20/ or 24 1.8 is OK, but they are big and clunky with slower AF. A nice redesigned USM/HSM version of the lens in a smaller, cheaper form factor would make my day.

No, you can use a 20 mm f/1.8 lens as a 20 mm f/1.8 lens. On a crop camera its 11 mm maximum aperture¹ will give the same FoV and DoF as a 32 mm f/2.8 lens² would on a full frame camera.

I own the Sigma 20 f/1.8, I don't use it that much anymore, but I have a few pics online:

f/5.6:

f/2.8

Not sure about the aperture, taken on film, but I think it would have been about f/5.6-f/8

All wide angle pictures in my old Slovakia gallery are taken with the Sigma 20 (and on film) since it was my only wide angle back then:
