recommendation on filters

I looking to get a circular polzrizer for my 28-135IS and 17-40L. couple of questions.
what brands are a good bang for the buck? i see price ranges from $20 - $100 for CP filters.
thinking about just buying one for the 17-40 77mm filter size lens and then using a step down adapter to fit onto the 72mm 28-135. any advice on this?
