You can use the AF-On button on a 60D to continuously focus while in video mode, and you can do it with any lens, not just an STM lens (I've done it with my USM lenses). It isn't very smooth, it hunts a lot, and with a USM lens it's quite noisy, but it does sort of work (it will eventually find the right focus).

Since this has resurrected, and missed seing your reply just wanted to comment upon your reply. 

1. Being that the subject matter was using an STM lens on the 60D, I was referring 60D did not support STM AF for continuous AF.

2. By your own description of using the AF-On button is NOT continuous AF as you need to keep pressing the AF-On button to RE-FOCUS-- this is not the same as continuous AF; i.e., press the AF-On button ONCE and HOLD and would continue to focus while the AF-On button being held.
