EF-S 17-85 f/4-5.6 bulk for $380: is it good?

A shop advertises a "bulk" EF-S 17-85 f/4-5.6 for $380 (290 EUR).

What is "bulk"?

Would this lens be a good replacement for my broken EF-S 18-135? I don't care about the long end, I have the EF 135mm f/2.8 Soft-focus and a Sigma 70-300 for telephoto work. I plan to use the 17-85 mostly at the 17-40 range (I also have an EF 50mm f/1.8 II for the 50mm FL), and only use it at the 50-85 range when I'm too lazy to change lenses.

Street photography records social history and educates faraway people about everyday life but it couldn't exist if you had to ask the subject, nor you could expose injustice or protect civil rights. You can take and publish a photo of anyone in the street, or of police officers, children without parents' consent, or airports. The Soviet Union forced photographers to have the permission of a photo's subject before publication. Governments in the European Union and Canada try to outdo the Soviets with "portrait rights", "right to one's image", "personal data protection", "personality rights", "privacy rights" or the "right to be forgotten", criminalizing photography in public. Shouldn't we resist? Copy this and spread the word.
