Lens filters used in place of lens cap? How important is it to keep the filter EXTREMELY CLEAN?

Lens filters used in place of lens cap? How important is it to keep the filter EXTREMELY CLEAN?

I have a tiny bit of OCD when it comes to my lenses. I HATE when I see even the slightest spec of dust on the lens. I recently just bought a couple of lens filters to protect my lens/add some effect (I bought a UV lens and a polarized lens). I'm having trouble keeping tiny steaks and dust particles off of the lens filter. I can't see too much of a difference in my pictures from these little particles but it BOTHERS ME! lol. Can anyone ease my mind and tell me that it's not a big deal to have some dust or light streaks (finger prints, etc) on the filter? Should I keep my lens cap on top of my UV lens? Or is that not something people really do that often?

I appreciate anyone's advise. I'm still quite new to DSLR photography.
