40D shows nothing in viewfinder when turned on + on/off lever question

I just inherited an EOS 40D from my father.  I found the manual online, but I am having a very basic problem.  When I turn on the camera, there is no picture in the viewfinder.  But if I take a picture, it shows in the viewfinder.  How do I see thru the viewfinder in order to compose a shot?

Also, the manual says there is just on and off.  But my switch has a middle setting.  What does it do?
