What makes a lens have good bokeh?

What makes a lens have good bokeh?

I understand the relationship between maximum aperture and depth of field, but I don't understand when people say that a certain lens has good bokeh.  If two prime lens have the same focal length, but one is faster, does that mean it has better bokeh because it has the potential of a more shallow depth of field?

Please explain.
