Identify Jelly like balloon on exposed sea bed.

Hi everyone,

I would like to find out what this jelly like sack / balloon is. These photos were taken during a low tide at Boundary Bay / Tsawwassen in British Columbia, Canada.

This area is an extremely flat sea bed that is exposed during low tide and these sacks of jelly like substance can be found anchored into the sea bed through what looks like a funnel going below the surface. The black hole in the top left corner of the sack in the first photo is where this particular sack is anchored into the sea bed. The bottom photo shows one of these sacks / balloons under about 6 inches of water and the sack appears to contains fine particles of sand or some other substance.

Could someone please let me know what these are.
