'I am not the photography police'

I was taking a photo of a crowded passageway under a railway bridge which was lit up with reflections from the light of late afternoon sun. There was also a homeless person sitting at the entrance.

'Excuse me' i heard as I was about to take s shot and as I turned to face the Japanese stranger he said 'What are you doing?' 'Why do you want to know?' I asked. He began to comment about photographing homeless people and a bit more q&a went on until i finally asked why are you asking all these questions and as he began to say I'm not the photo police or anything but... I walked away.

I have recently bought a dp2 Merrill for city scapes, landscapes etc and I am still learning how to use it and i also had my k5 with my 77Ltd for people shots. I've shot people/street scenes before sample below and never been confronted about it. Is there some rule I am not aware of? Am I supposed to ask permission?
