Canon EF 40mm F/2.8 STM -vs- EF-S 18-135mm f/3.5-5.6 IS STM

Took some handheld low-light pictures last night with the EF 40mm F/2.8 STM.  Various apertures from f/2.8-f/8.  No flash.

They all seemed a little soft / blurred.

I was thinking later -- what if I had used the EF-S 18-135mm f/3.5-5.6 STM, set around 40mm?  I think it's f/4.5 around 40mm, but the Image Stabilization (IS) is supposed to be good for around 4 full stops.

Would the 18-135mm STM likely have given me better Image Quality (IQ) in this situation than the 40mm F/2.8 without IS?
