"Expose to the Right"

"Expose to the Right"

What does this mean? I was out shooting landscapes the other day and I tried this. It seems as though I blew out the highlights even the photo wasn't grossly overexposed. Isn't it better to properly expose?

Also, I was under the impression that under extreme dynamic range, such as a sunrise or sunset photo, in general its better to underexpose if in question, because shadows can be recovered better than highlights. comments?
