RX100 M3 - Auto ISO too unaggressive?

I upgraded to the Mark 3 from the Mark 1 last week and while I'm very happy with the camera, I was disappointed to find that the Auto ISO setting, when faced with low light, seems to always want to choose an ISO that it way too high - too high in the sense that shooting with a lower ISO is perfectly possible under the same conditions.  In my experience it chooses an ISO that can be as much as two steps higher than what is needed.

I'm aware that you can set the maximum auto ISO, which I've set to 1,600 which I think is a good starting point for the camera, but I cannot understand why Sony has set the camera in this way especially when the camera is so very low-light capable.

Some degree of caution is needed, but this is just way too much.
