Pete, I'm struggling with this one, and I think I understand your dilemma.  Since I wasn't there at that particular time, it doesn't have the same significance that I'm sure it does for you.  I struggle to grasp the subject.  Is it the people at the viewpoint or is it the view itself?  I might have suggested a closer vantage point to get either some of the people to be more recognizable in the frame (for example standing about 10-20 ft behind the person at the stone fence), or concentrating almost entirely on the view from the overlook - possibly with something along one edge to give it a frame.

In my humble - and not very expert - opinion, shots like this have a place as family memories.  But if they are to go a step beyond, they need to tell a story or convey an emotion.
