And what's 35 at 16 mm? The truth is that 16-50 will be useful in a lot more situations than the 35 mm lens. And what's the price difference? Of cause there is a specialized use for all lenses. But if you have to have just one lens, like it often happens when you have to have your camera with you 24 hours a day, a 16-50 makes a lot more sense. And it woun't compromise your IQ too.

The OP's point wasn't about usefulness.  It was about IQ.  If the question was strictly about usefulness (in strong light, no less) then no one would ever buy a prime lens.  However, there are some photos that large-aperture primes can produce that can't be done (or not very well at all) with a zoom lens.  The example in the OP is definitely not one of those photos.
