Is DNG same as RAW?

Is DNG same as RAW?

I see a small flow of people converting their RAW to the DNG format.   Thought a thought did cross my mind.  Does DNG contain the full power that Raw does,  or is it closer to a more flexible Photoshop file?

The way I understand it is, RAW is more like a data base that can be tweaked into a nearly infinite looks that can be exported.   Versus Photoshop is a non lossy file that can be manipulated.

If procesed correctly one could even emulate HDR pictured with a single RAW file. In conclusion can a DNG produce  the dynamic range that Raw can?
