Why is ETTR (Expose to the right) Only At Base ISO?

If I am shooting people moving, and I need to set the ISO at, say, 800 or 1600 in order to get a high enough shutter speed, then I need to do that.

Now, I can choose to use only the exposure determined by the camera, at whatever AE mode it's in, or I can choose to do a +.5 or +1.0, taking care that the histogram does not show blown out highlights.

Why does an article referenced in this group say that it should only be at the base ISO?
