It's not a matter of manual control. It's the fact that small sensors use short lenses with much smaller lens openings (for the same f-stop) than your full-frame cameras. The result is that for small-sensor cameras, lens openings smaller than f/8 produce so much sharpness-destroying diffraction that f/8 is the smallest opening you get.
