What is micro-contrast? And why is Foveon good at micro-contrast? Or not?

I've encountered this term several times, sometimes in the context of Foveon sensors, and other times with certain lenses.

I'm unclear what it means. How does it differ from plain old contrast? Related to the "Clarity" slider in ACR / LR?

What is "good" micro-contrast compared to so-so micro-contrast or poor micro-contrast?

Can it be measured? Would MFT-10 or MFT-90 be related to micro-contrast more so than MFT-50?

Or is it more like bokeh that defies measurement?
