Does DXO Optics turn Sony's average kit and cheap zooms into superb performers on par with Zeiss?

Obviously the answer is no, but software can get you quite far in some cases. I bought an old Minolta zoom lens that turned out to be pretty atrocious. I had did my best with Lightroom, and the result looks not too bad to my eyes (although if you look long enough you'll find the de-fringing has added an artefact). That said, I don't use this lens; I've a better one without the flaws.
