I read about a patent a while back of a sensor that had pixels that could reset themselves when they hit capacity, and increment a counter. This type of sensor presumably would have no lower ISO limit.

It's also possible to simulate the lowering of base ISO by stacking multiple images. 2 images gets you one stop, four two stops, and so on. Stack the images in separate layers and set the opacity of each layer to one over the number of layers below it.
