FF lenses on APS-C sensor

FF lenses on APS-C sensor

I used to think that good FF lens always performs better on APS-C sensor. To my surprise, reading Lab. test results for the Tamron 150-600 on Canon 7D vs. 5G MK III, I see very opposite:

Actually the same was discovered by my friend a few months ago when he tried one of the very first available copies of the lens. He described lens sharpness on 7D as quite "soapy" (blurry) and stated that on his 5D MK II it was OK to keep the lens. Due to no advantage for birding on crop sensor he sent it back finally.

Can anyone shed some light on the issue? What FF lenses are known for worse performance on APS-C?
