Yes, it is not adjustable.

You can adjust the ISO and EV Compensation though.

OK. Thank you for the confirmation. I guess the improvised work around is to set the ISO at certain level and see what shutter speed the camera picks, then adjust the ISO accordingly to bring the shutter speed close to the desired speed. Of course for that to work the lighting condition will need to be fairly consistent, Since the 70-400mm doesn't have constant aperture, zooming in and out will change the max aperture, in turn that will change the shutter speed if the ISO is fixed. I guess for $1200 it's still a steal.
