Low Cost or free editing SW - suggestions needed

I have just replaced my 8 year old Windows XP based PC with a new Windows 7 machine.  A lot of SW moved over; but unfortunately not my 2 favorite programs for editing JPEGs.  These were HP's Photo Printing, which dates back about 12-14 years and was bundled with a printer; and U-Lead's Photo Impact 4.2 which was bundled with a slide scanner and is nearly as old.  Neither one will load into Win 7.

Photo Printing is basic; but allows changes in saturation and color, sharpening, cropping with accurate sizing in height and width by pixel count, rotation in large and small increments, and adjustment of highlights, mid tones, and shadow.  It also allows design of non-standard sizes; and I can set up filters for certain cameras or conditions.

Photo Impact 4.2 is more serious and can do cloning and layers.

Neither one can do RAW; but for JPEGs they work extremely well and without an over-the top look or a lot of artifacts as so many editors give.

I don't need RAW conversion; but I do need JPEG editing.

Suggestions needed.
