Do I have a problem that requires repair?

Just got a 10-24mm.  No aperture ring, so I am trying to figure out how I can use aperture priority.

I notice that in shooting menu #5, the "IS Mode" and "Aperture Setting" options are greyed out and I cannot access them to change them.  Aperture Setting shows "A+M".

When the 10-24mm lens is set for "M", I can change aperture normally using the ring.  When I set it to "A", should I be able to change it using the rear command dial?  I can't.

I'm hoping this is user error and not a malfunction that requires Fuji service.

Any suggestions would be greatly appreciated.
