What makes a "Commercial Photographer"

The Canadian Passport Application requires a photo that is taken by a 'commercial photographer', be 'professionally printed' and on the back of the photo the photographer must put his name and complete address of the photo studio ...  The photographer may use a stamp or handwrite this ...".  "Photos printed at home ... are not acceptable".

As far as I know, there is no certification for photographers.  Many photographers use their homes as their studios.  I have equipment that is as good or better than many professional photographers.  Although I have never sold a photograph, many people have asked for my photos and I have given them for free.

So what is to stop me from buying a stamp and calling myself a Commercial Photographer - albeit a very unsuccessful one?

I am posting this in the Canon forum because so many individuals on this forum are commercial or professional photographers.
