Buying for now VS buying for future?

This is a question regarding lenses. If you have a crop sensor camera such as a Nikon D7100 or Canon 70D and you WILL go to Full Frame but not in the next 18 months. Is it smarter/better/cheaper to buy full frame lenses and carry them over when you go Full Frame or is it smarter/better/cheaper to buy lenses specifically designed for crop sensor cameras and then sell them when you buy a Full Frame camera and buy all new lenses that work on Full Frame?

The reason for asking this is that I am planning on getting a F2.8 standard zoom lens but cannot decide if it is better to buy a 17-55 F2.8 (DX) or 24-70 F2.8 (FX). If it helps I currently have a 70-200 F2.8 (FX) and a 18-105 F3.5-5.6 (DX)
