RX10, RAW, DRO -- Question

RX10, RAW, DRO -- Question

I shoot only RAW with my RX10 but recently noticed that I can turn on DRO when shooting exclusively RAW. I always assumed that DRO affected JPGs by boosting shadows (and possibly reducing highlights). It does affect the imbedded JPG (and of course the histogram -- derived from this embedded JPG). My cursory tests indicate that DRO does not affect exposure ie SS nor f stop.
My questions:
Why does Sony allow one to turn on DRO when shooting exclusively RAW?
Does DRO, under certain circumstances, ever affect exposure (SS, f)?
